The State Plane Coordinate System: History, Policy, and Future Directions

COURSE NO: L03-002
PDH CREDIT: 3
COURSE PROVIDER: Gilbert Gedeon, P.E.
The State Plane Coordinate System: History, Policy, and Future Directions
Course Highlights

This online engineering CPD course provides a comprehensive overview of the State Plane Coordinate System (SPCS), including its history, policy framework, and future directions.

This course focuses on the development and use of conformal map projections, specifically the Lambert Conformal Conic and Transverse Mercator, to provide a planar framework for geodetic surveys. It describes the technical transition from SPCS 27 to SPCS 83, examining changes in defining parameters, reference ellipsoids, and the evaluation of alternative systems. Furthermore, this course examines modern geospatial trends, including the "grid to ground" scaling problem, the creation of low-distortion projections (LDPs), and the establishment of statewide zones.

In addition, this course explores the core of real-world projected coordinate systems, history, policy, and technical implementation. It explains how map projections work, how to select the right components, and how to align system design with performance goals, all rooted in real-world surveying and mapping applications. This course includes several metrics, and easy-to-understand “Rules of Thumb” guidelines based on experience and commonly accepted practices in the geospatial industry.

This 3 CPD online course is applicable to civil engineers, surveyors, as well as other technical professionals who are interested in learning more about the State Plane Coordinate System.

Learning Objectives

This PE continuing education course is intended to provide you with the following specific knowledge and skills:

  • Defining the historical evolution of SPCS, from the early use of polyconic projections to the formalization of the North American Datums of 1927 and 1983
  • Explaining the properties of conformal map projections and their role in preserving local shapes and angles for engineering and surveying computations
  • Analyzing federal policies and state legislation governing the definition, implementation, and official units of measure for plane coordinates
  • Identifying the technical changes from SPCS 27 to SPCS 83, including the shift to the GRS 80 ellipsoid and revised metric grid origins
  • Evaluating methods for managing linear distortion, such as the use of low distortion projections (LDPs) and the practice of scaling coordinates to the topographic surface
  • Understanding the future transition to SPCS2022 and its role in the modernization of the National Spatial Reference System (NSRS)
Course Document
In this professional engineering CEU course, you need to review the course document titled, “The State Plane Coordinate System: History, Policy, and Future Directions”, which is based on the U.S. Department of Commerce, Publication No. NOS NGS 13, titled “The State Plane Coordinate System: History, Policy, and Future Directions”.

Course Quiz
Once you complete your course review, you need to take a multiple-choice quiz consisting of fifteen (15) questions to earn 3 CPD credits. The quiz will be based on the entire document.
The minimum passing score is 70%. There is no time limit on the quiz, and you can take it multiple times until you pass at no additional cost.
Certificate of Completion

Upon successful completion of the quiz, print your Certificate of Completion instantly. (Note: if you are paying by check or money order, you will be able to print it after we receive your payment.)
